As long as the phone is unlocked then it should work with any GSM SIM card.

yes it can, but you have to make sure than its unlocked and then you can buy a GSM SIM card (from Canada) and insert it. simple

Internationally roaming? Yes. Use with Rogers SIM? You have to unlock the iPhone first.
