It will work anywhere you can aquire a signal that broadcasts to all geosynchronis locations within the providers range. To put a finer point on it, you might have to find a new satellite service provider if the company (like HBO) doesn't have a bird that has that much reach. Also it will only work with a card that the provider recognizes and can program. Most companies will send you a new card when you sign up for their service. And finally, the Phillipines and Saudi Arabia are too far apart to share the same sattelite, but the provider might have overlapping 'birds'.

On one of two conditions. 1. It is a receiver made for a specific paid provider, and you can receive their satellite in The Philippines, and subscribe to the service. 2. It is an FTA receiver which can be tuned for any service, and that dish/LNBF is compatible with those satellites they are on.
