what are standard rates for freelance writing work in the Philippines

what are standard rates for freelance writing work in the Philippines?
Should I bill per article? Per page? What if my client is a UN agency? How much can or should I charge?

I saw an ad at bestjobs 3,000 per article. but it really depends on the company

It depends on the company. They usually charge around P300/article with 500 words.

Well all freelance writers should get paid per article. You can write online for a US company even though you live in the Philippines. Here's some suggestions: http://www.associatedcontent.com/article/1288190/where_to_find_freelance_writers.html

The usual pay for freelance work varies, depending on how well-established you are as a writer, and on the coffers of the company you're writing for. Some famous Filipino writers do freelance writing on the side as their main source of income--newletters, speeches, website content, annual reports, coffee table books, family history, etc. I've heard that beginner writers are paid peanuts, as low as P100 per 1000-word article. The more established writers can earn as much as P100,000 - P250,000 per project, depending on the complexity of the work and the maturity and track record of the writer.

You shouldn't presume there would be "standard rates". That would vary from company to company. What you should do is research which companies really pay, in full as per the agreed rates, their freelance writers after their submitted articles are approved. Look for those that give premium to quality and well-written content. You should be able to know how much you can charge by measuring your skills in writing. If you're good and you know it, then they'll run after you.
